Exporting children's scooters to the UK requires compliance with UK market regulations and certification requirements. Below are the main qualifications, certifications, and compliance requirements for exporting children's electric scooters to the European market:

1. European Market (CE Certification)

CE Certification (Mandatory)

Applicable Directives:

EN 71-1/2/3: Toy safety standards (applicable to children under 14).

EN 14619: Scooter safety standards (for wheeled sports equipment).

REACH Regulation: Restricts hazardous chemical substances (e.g., phthalates, heavy metals).

RoHS Directive: Restricts hazardous substances in electrical and electronic equipment (e.g., scooters with lights or electric functions).

Testing Content: Mechanical and physical properties, chemical safety, electrical safety (if applicable).

Certification Process: Testing through an EU-notified laboratory, issuing a Declaration of Conformity (DoC), and affixing the CE mark.

Other Requirements:

Important Legal Note for the UK Market:
In the UK, it is illegal for anyone to ride a privately owned electric scooter in public places. This includes roads, pavements (sidewalks), cycle lanes, parks, and other shared spaces. Even if the rider wears a helmet and is supervised by an adult, riding in public areas is not permitted.

However, there is one important exception:
👉 Riding on private land is legal, regardless of age—as long as you have the landowner’s permission.
